The quantity of drops was assigned to them based on both the respawn time and the expected number of players needed to kill them.
When the reports came in about them being killed and not dropping their chrome, it was clear that in the current form, the number of players required to kill them was overestimated.
As a quick measure, their difficulty has been increased.
Further modifications can be tested out on the test server to bring them in line to what they were intended to be.
Characters can always be copied to the test server to help test this.
I'm reasonably sure people would prefer the difficulty to go up to the number of drops going down, which is the only other option, and would require each one to be adjusted once it's worked out how many people an kill each one.
